The IPPC strategic framework accounts for factors that will affect plant protection in the coming decade and outlines a strategic vision, mission, and objectives.

IPPC Strategic Framework
The IPPC’s strategic objectives from 2012 to 2019 take into account a global environment that has changed in many ways since the IPPC was ratified in 1952. The objectives also seek to bring the IPPC’s activities into closer alignment with the FAO’s strategic goals. The IPPC strategic plan identifies global policy issues and trends that will affect plant protection in the coming decade. They include the following:
- International trade
- Environmental and natural resource concerns
- Demographic trends
- Food security
- Access to phytosanitary competence and information
- Regulatory policy challenges and opportunities
- Diminishing resources for stakeholder support
Strategic Vision of the IPPC: Protecting global plant resources from pests
Strategic Mission of the IPPC: To secure cooperation among nations in protecting global plant resources from the spread and introduction of plant pests in order to preserve food security and biodiversity and to facilitate trade.
Strategic Objectives:
- Protect sustainable agriculture and enhance global food security through the prevention of pest spread.
- Protect the environment, forests, and biodiversity against plant pests.
- Facilitate economic and trade development through the promotion of harmonized scientifically based phytosanitary measures.
- Develop phytosanitary capacity for members to accomplish the above objectives.
NOTE: The IPPC strategic framework defines a vision, mission, and strategic objectives for the near future. The strategic framework is complementary in nature to the scope, purpose, rights, and obligations in the IPPC, and is not meant to replace them.
The IPPC’s strategic plan identifies plant-health objectives that will be relevant for the next decade.
